Unfortunately this is usually the way development aid is spent. Canada for example will offer to give a country aid money, but on the condition that they hire Canadian ‘experts’ at premium first world rates to carry out the work (flying them in first class and putting them up at high end accomondations at that,) and buy all of the materials needed from Canadian companies. And then it’s expected that they will sell any products that result from their development projects back to us, for cheap. It isn’t just the US that does this, every first world country does it. It’s a scam. Our government gets to pretend to be humanitarian, while enriching our own economy and preventing those recieving aid from starting their own development companies and hiring their own educated class to administer and advise on their own projects. This is exactly the process by which poor countries stay poor and rich countries get richer.
